About Weelsby Park

Where is the site located?

The site is located to the south-west of Cleethorpes and to the west of Humberston Road.

What is the site currently used for?

The site, allocated in the North East Lincolnshire Local Plan (2018), is primarily agricultural land. Two adjacent parcels of land have already obtained a planning permission and construction is underway. Both of these schemes are self-contained sites served by independent access points but are expected to have some integration with Weelsby Park.

Why has this site been chosen for development?

With North East Lincolnshire Council’s housing targets set to increase, it is essential to identify logical and sustainable locations to help meet the growing demand for homes. Its deliverability, proximity to existing infrastructure and connections to nearby town centres make it a sensible choice for future growth.

About the proposals

What are your proposals?

The proposals include up to 1,500 high-quality homes, designed to meet local housing needs while integrating significant green infrastructure and sustainability measures. The development will provide a mix of housing types, including affordable homes, ensuring that first-time buyers, families, and older residents all have access to suitable housing options. Community facilities such as a new local centre are also proposed as part of the project.

What infrastructure improvements will be provided?

We recognise the importance of ensuring that new development is supported by appropriate infrastructure. As part of the planning process, we will be working closely with North East Lincolnshire Council to assess where investment is needed. Potential contributions may include:

  • Highways improvements to support the local road network.
  • Enhancements to walking and cycling routes to encourage sustainable travel.
  • Investment in education, healthcare, and local services to support both existing and new residents.

Will there be affordable housing?

Yes. Affordable homes will be included within the plans to support the Council’s policy. These homes will help to address the local need for accessible housing options. The exact type of affordable homes will be determined in consultation with North East Lincolnshire Council.

How will you manage the impact on traffic?

A full transport assessment will be undertaken as part of the planning process to assess potential impacts on local roads and identify appropriate mitigation measures. The site is well connected to the existing road network, and we are also exploring opportunities to enhance sustainable transport options, such as walking and cycling routes.

Where will the houses be accessed from?

Our highways experts will be working in partnership with North East Lincolnshire Council to agree a plan for highways that provides safe and suitable access points to the site. This will also be combined with improvements to the existing highways network, particularly along Humberston Road, where there is the potential to add traffic controlled crossings for pedestrians to cross safely.

What will be done to protect local wildlife and green spaces?

We are committed to delivering a development that respects and enhances the natural environment. The proposals will include:

  • A biodiversity net gain (BNG) strategy, ensuring that more wildlife-friendly habitats are created than currently exist on the site.
  • New green spaces and landscaping to improve the local environment.
  • Sustainable drainage systems (SuDS) to manage surface water and reduce flood risk.
  • A new nature reserve

What are you doing to protect Weelsby Woods?

We recognise the importance of Weelsby Woods to the local community and the proposed development will be designed to enhance the existing habitats and create more. Safe and accessible footpaths will be provided as part of the plans to make the woods more useable by residents and visitors and new planting is also included in the proposals.

What opportunities do the community have to influence the proposals?

What are the timescales for the proposals?

The project is still in its early stages, with an outline planning application expected to be submitted in Spring 2026. Before this, public and stakeholder engagement will be carried out on the masterplan for the site and this will be approved by councillors before a planning application is prepared. If approved, we expect that the first homes will be built in 2030.

How long will construction take?

The construction timeline will depend on the final approved plans and even after an outline application has been determined, reserved matters planning applications must be approved before construction can commence. Development is likely to take place over serval years and further information will be available at each stage of the process.

What benefits will this development bring to the local community?

The proposals will deliver a range of economic, social, and environmental benefits, including:

  • High-quality new homes, including affordable housing to meet local needs.
  • The provision of a new local centre and other community enhancements.
  • Investment in local infrastructure, including transport, education, and healthcare.
  • Biodiversity and green space improvements, ensuring a well-designed and sustainable development.
  • A network of connected green spaces will be provided for new and existing residents to access and enjoy. The specific make up of these areas have yet to be determined – and we would value your input in terms of what the area needs – but there is potential to deliver recreational open space, children’s and young person’s play areas, allotments, and walking and cycling routes.

What about Pennells Garden Centre?

Pennells Garden Centre is situated off Humberston Road adjacent to, but outside of, the site boundary. The masterplan will acknowledge this established local business and ensure that an appropriate relationship between existing and proposed uses is provided, including the retention of existing established landscaping.
